We are seeking an Operations Engineer to lead our Facilities Maintenance team, managing and supporting Supervisors, Team Leaders, and Technicians across multiple disciplines, including Electrical, ELV, General Trades, HVAC Mechanical, and MEP. The Operations Engineer will be responsible for ensuring the effective execution of Planned Preventative Maintenance (PPM), reactive and corrective maintenance, and project work, while maintaining compliance with contractual KPIs, statutory regulations, and safety standards. Additionally, they will oversee service documentation, ensuring all reports and records are accurate and up to date. The ideal candidate will have strong communication skills, a high level of accountability, and the ability to report and escalate incidents that may impact service performance. They should demonstrate flexibility, keen attention to detail, and the ability to identify and resolve key issues efficiently. A proactive and organized professional, the candidate must be capable of working under stringent deadlines in a high-pressure environment, managing multiple priorities effectively. This role is an integral part of our Facilities Management Team at Zayed University in Abu Dhabi, UAE, requiring a results-driven individual with a commitment to operational excellence.
Resource Planning & Scheduling: Oversee the planning and allocation of resources, including subcontractors and service partners, to ensure efficient building and engineering service delivery.
Maintenance Procedures & Compliance: Contribute to the development of maintenance procedures, method statements, and HSEQ (Health, Safety, Environmental, and Quality) requirements.
Risk Assessment & Permit Authorization: Act as an authorized person for conducting risk assessments, approving method statements, and signing off Permits to Work.
Technical Support: Provide technical expertise for all building services equipment under the contract.
Policy & Procedure Development: Assist in the creation, implementation, and monitoring of policies and protocols for planned and reactive maintenance, including Risk Assessments, Permit to Work Systems, Lockout/Tagout, and Emergency Procedures.
Specialist Engineering Knowledge: Lead maintenance activities by providing expert engineering advice on a full range of building services.
Competent Person (CP) Duties: Undertake CP responsibilities for building services systems.
Reporting & Documentation: Prepare and submit shift and handover reports in a timely manner.
Team Collaboration & Safety Compliance: Work collectively with technical staff to ensure safe, high-quality, and efficient operations while gathering feedback and ideas for improvement.
Staff & Contractor Management: Plan, coordinate, and supervise in-house teams and specialist service contractors to ensure maintenance services meet Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
Utility Coordination: Liaise with external utility providers as needed.
Asset Management Planning: Contribute to the development of Annual & 5-Year Asset Maintenance Plans, Energy Management Plans, and Asset Condition Surveys.
Quality Analysis & Training Recommendations: Review maintenance feedback from in-house and service partners, provide corrective action plans, and recommend training for technical staff.
Client & Stakeholder Relations: Maintain positive relationships with staff, clients, and visitors, ensuring prompt response and escalation of any complaints.
HSEQ Compliance: Ensure all work adheres to HSEQ standards and requirements.
Technical Training & Development: Work with engineers, managers, and supervisors to implement a training matrix, supporting the development of multi-skilled technicians.
Toolbox Talks & Staff Engagement: Ensure the consistent delivery and attendance of toolbox talks for staff.
Employee Management & Compliance: Address attendance and performance issues in accordance with company policies.
Continuous Development: Ensure ongoing competence and upskilling of team members through training and development programs.
Engineering Background: Strong experience in maintenance and project management within facilities management.
Lighting Control Systems Expertise: In-depth knowledge of DALI, TRIDONIC, and DYNA-LITE is required. Experience with CAD/BIM is an added advantage.
Work Experience:
Minimum 5 years as an engineer in a building services engineering department within a facilities management organization.
Minimum 3 years in a supervisory role, managing maintenance teams.
Technical Competency:
Clear knowledge and experience with building services systems, life safety, and building control systems.
Must hold a degree in High Voltage Electrical, Low Voltage Electrical, or Mechanical Engineering.
A recognized trade qualification in building services maintenance or equivalent experience.
Certifications & Skills:
ADDC certification (E1 or HV AP) is a valuable asset.
UAE driving license preferred.
Proficiency in AutoCAD, Visio, and MS Project is advantageous.
Certified Lean Six Sigma Yellow, Green, or Black Belt is preferred.
